Rustoleum has a paint/finish on the market for painting formica/laminate counter tops that I have read great success stories. I sold a lot of your cabinets back in the 80's and early 90's ... I wonder if they will come back ;-)

Essentially you have 3 choices, 4 if you consider moving. Replacing the cabinets entirely, being the most costly, Reface by replacing the doors and drawer fronts or painting. If you are changing for resale value, painting would be a very distant choice. If for yourself and/or cost, painting cabinets, like any other painting task, is 95% prep. Clean and sand the surface for tooth, use a good bonding primer, and a high quality finish coat. Application method of choice would be spraying..though a good paint mechanic can do an acceptable job with the right material and foam weenie rollers if you don't mind slight texture. Painting, while the lowest cost method for a DIY can be labor intensive and needs more skill. Buying new doors and fronts already finished will be less expensive than new cabinets, less labor and a very satisfying finished product. If you have never been satisfied with the layout of your kitchen, now could be the time to go for a better design and new cabinets. it all depends on budget and your goals.
