Ringelberg Construction LLC on Jan 21, 2016Wall paper is stuck to the wall with an water activated wheat glue. You can choose to remove the wall paper and repair the damage caused by removing it, or you can skip that step entirely. Oil base primer will not react with the existing wall covering but instead will cause a barrier between the old and the new. So apply oil based primer over the existing wallpaper and you will be able to start fresh and new with whatever you want to do. Because drywall mud is water based it will sit over the primer and will not be allowed to interact with wall paper under it. Get it? Water and oil don't mix. You are now free to create any knock down texture you want with drywall mud, and then let it dry thoroughly. Take more oil primer and paint it over the texture to stabilize it from any water based products like latex paint. Now paint a latex flat or satin paint over it, and then let it dry.
