Can I paint over laminate flooring?

Question

The flooring in my mobile home is too light; it has chips and stains.  It looks dreadful and I do not have a lot of money to rip it all up and replace it.

Yes you can paint the flooring but you must prepare the floor correctly before you begin.Throughly clean the surface and allow to dry. Fill in the cracks with an acrylic filler for laminate flooring.Allowing that to dry for at least 4 hrs. Once you are satisfied with the repair, apply a bonding primer again allowing it to dry. Finish off with a water based latex paint for porch and floor.

could you add the peel and stick down flooring that is fairly cheap at Home Depot I beleive

Yes you can paint the flooring..clean really well..make sure it is clean. Sand it lightly...put on a couple coa s of good primer..and then three coats of porch paint. It can take any thing you want to throw at it. Then three coats of poly for floors. I am painting mine next year..I have a 139 lb doberman..he has done a number on my laminate. 
I painted a plywood floor 7 years ago in a work shop where I redo furniture. That floor gets a real work out with pushing and pulling furniture across it. It is not a bit scratched. 
I used porch paint and Polyurethane for floors. Three coats each.
