There are a lot of different under deck systems available; however they are not extremely easy to install. I recomend using a qualified installer for this so you do not overspend or have water issues in the long run.
The roof over the deck would be an easy solution, unless like me, you enjoy catching the rays. As most (good looking) under deck systems are fairly complex and intricately designed, I agree with Hudson and Exovations about hiring a contractor to do this job.

Anytime you are dealing with water and the foundation of your home, it's a good idea to have it installed by a professional.
