You don't need to know how to sew to create this great look yourself. You can hand stitch or hot glue the fabric quickly and easily. This was a quick fix with a small amount of fabric.
I sew, but had a nice table runner that was the perfect color, so I made a casing and hung it on a rod, however, if you bought a rod with matching clip rings, you could simply hang it with no sewing!
