I bought these small plants last year and this year they have exploded with flowers.

I don't remember reading that they bloom, so is this normal?

Lisa, I've bought dusty millers several times and whenever they started blooming, they also started getting really leggy and not so pretty any more. But yours still looks good!

they are dusty millers, but I was thinking they bred with the weeds and made flowers, I've just never seen them with flowers

They often bloom in their second year. Because they're annuals in most places, many people never see the blooms.
