Painting Cement

My husband and son are doing some painting for our school district this summer. They have been asked to paint the floor in locker rooms in a secondary gym. This has been used for storage, even though all fixture work (go figure). Problem-the floor is a chippy mess, with evidence of at least three colors of paint. How would you best prep a surface, knowing that wet, naked athletes will prance across it?

Ideally some grinding would remove the old paint layers. @Its Really Concrete, Inc. is our concrete finish expert here.

Would rough grit sandpaper and a circular sander do the job?

I would go with a "floor buff" type machine...these are 16 to 17" diameter and can be rented at most tool rental outfits. I own one and use it in my hardwood refinishes. I have also used in on a couple concrete projects. A 40 grit pad is a good place to start.
