As long as the ground is not still frozen in the spring time (if it is wait until it thaws), it doesn't really matter when you do it. I would say it mostly depends on if you plan on using the pool over this coming summer and if you are willing to do the upkeep/cleaning until fall comes around.
depending upon the area of where the pool is going yes. When things slow down many installing contractors tend to add bonus packages to the cost just to get people to purchase the pool. The cost of the pool normally remains the same, but its the extras that they throw in that makes it a better deal.
Fall...it will give the fill dirt plenty of time to settle in before spring. You may have to have more dirt brought in as it will sink quite a bit unless you hill it up in the first place. I trust you have drilled holes in the concrete or removed the liner if it is a vinyl lined pool?
