Clean them a bit and decide if you want to paint the handles and hinges.
Use the best adheres-to-anything primer that you can find.
Paint over it with a finish paint of your choice.

Love you painted suitcases. How did you remodel the inside? I leave some of my suitcases looking old and used and just make a big stack. Beautiful job.
