Kitchen cabinets

Seems like I have the only kitchen with a fur down. My living room, kitchen combo is paneling but I am still going to paint my cabinets white or off white. Is it alright to paint the fur down also. It cannot be removed. There are boards under it holding some of the cabinets to the ceiling. I know it would be best to paint or sheet rock over all this horrid paneling but I am broke and in a wheel chair. But I do need to know about the fur down. Shouldn't it also be painted?

The furdown is the piece of wood that goes from the top of my cabinets to my ceiling.
