In my experience if the animals have continually urinated then the subfloor is also ruined. Occasional accidents do not usually harm a floor but I have seen where the floor down to the joists had to be removed and redone. We bought a fixer upper and had to seal the floors with 10gals of kilz because the previous owner did not take his pets outside! it was disgusting. the only thing that saved the floors was the carpet and pad soaked up most of the mess. Sorry to be the bearer of bad news.
