Exteriors Gardening Windows & Doors

When we built our house it was accidentally framed too high.

We were going to do shutters, but I decided to just live with the house for awhile and then figure out what to do. I would like suggestions for making the top half of the house look better. I like the idea of shutters and a window box, but I don't think this window box goes well with the house. Suggestions for a better window box shape, color for shutters or any overall suggestions for improving the curb appeal?

not exactly sure what its called...but kinda like a 2nd story porch, just for look, obviously not to sit out on the porch. I googled 2nd story porch and found a house similar to yours.
