Building a Sandbox for Under $100

I wanted to make a sandbox for my kids for as close to free as possible. When I started pricing out lumber I knew even a small sandbox would quickly add up. So I found some free rocks from and empty lot behind our house, used some landscaping fabric and filled with sand. Simple project that I had my boys help me with.
Playsand from Lowes I needed 20 50lb bags.

    My great grandson would love that! 'Wish I had some way to get free rocks..... I'd make a copy of that in a heartbeat! However, I'm wondering how you keep the sand dry in rainy weather.... Or, how you keep neighborhood cats from using it as a litter box? Do you have some kind of a cover for it?
