Need advice on repairing hole in concrete block wall

Would like some advice on what material to use to fix a hole the previous homeowner drilled in an interior concrete wall in the basement. There is water seeping into the hole too. Thanks in advance.

Before you tackle the hole...the water problem needs to be fixed. Water is coming form where? outside soil, leaky pipes? There are a number of Concrete "caulk" type products available for smaller hole and cracks. If the hole is big you may need to repair with a cement based mortar product.
