With the crepe paper, soak it in water until the colour leeches out. You won't get the same boldness as with the inks, unless maybe add some food colouring as well. You don't necessarily have to break up all the shells ahead of time either. You could do as you did Eileen and leave large pieces and use your method. Pretty neat idea either way.

I've seen them done with water color too. it's just not as vibrant.
