What you have is not a bad drywall job, just one that was not properly completed. Your saying you can see the seams? Is what your seeing low spots or spots that stick up beyond the normal surface area of the wall. Or is it just that the finish is tending to be of a different texture over the seams then over the rest of the wall? If the drywall joints are low, and this can happen a lot if the spackle was not completely dry and shrinks more after you sand it and paint. Leaving a depression along the joint. There you simply need to scuff the finish just a bit then apply another coat of compound allowing it to completely dry then re-sand and paint. If the finished areas are higher leaving edges of the drywall compound higher then the wall, you will need to allow the finish wall to dry really well, then using a machine type palm sander sand the walls level. You will go through a lot of paper as the paint film will gum up the sand paper quite fast. Once you have leveled the high areas, you then follow up with a thin top coat to fill the sand scratches. Once that is dry, prime and repaint. If the finish texture simply shows up because it is smoother then the surrounding area you need to prime that effected area, then allow to dry. Follow up again with another prime coat covering most if not all of the wall. Let dry then put finish coat on. Lots of folks have issues with this part as they are using those paints that contain primer and paint into one can. That stuff is fine if your simply repainting, but when you have fresh spackle or wall board you need to use a separate primer let dry then a good high quality paint. Last.y the type of finish you choose will also make a big difference. Use nothing more then at most a semi-gloss finish on perhaps bathroom walls. Other then that, flat, egg shell types are best to hide most flaws in the walls.

I would say to use joint compand where your seams are showing which is about all I imagine let that dry really dry over night than sand down smooth and even with the connecting wall also if you like you can use the wall tape whichever you can handle It will take time , but will be worth it to get a job well done
