Do the raised subfoor tile panels really work for installing carpet over a concrete basement floor that has some

moisture?

    If the system is install properly and all seems and connection to wall sealed it will work well, If any of these seem open the floor will be exposed to the moisture.

    I have to admit that I'm not familiar with the product you are referring to, but the question makes me worry. I wouldn't put carpet in any basement with some moisture, and I would tackle that problem before replacing the flooring. You need to improve the drainage around your property, extend the downspouts away from your home, and possibly install a French drain system.
