What would be a good ground cover for a one foot wide area that surrounds all four sides of an inground swimming pool?

I would try Indian Hawthorne. It is pretty tough. You are going to have some trial and error. You have the water from the pool, heat from the concrete and the fence, beside the regular problems of drought and inscets to worry about. Get 1 gallon plants and let them grow into the space. -
That's a tough question because I'm thinkg that water splashed from the pool (that has chlorine in it) would make it difficult for things to grow. In the area that gets full sun I might try a juniper since they're pretty tough and love sun. Plus, adding new concrete raises your alkalinity level of your soil. Good luck :)
