Depends what "look" you want. Decorative window film is easy and there are some nice designs.

Are these old windows still being used as actual windows or for decoration? In the past, we used a window cleaner cream for Christmas stencils. How are you using these windows?

To prepare the window simply clean the glass with window cleaner or alcohol to remove film and oils (if any). When I paint glass that will be hung indoors a little Zinsser primer is mixed with the acrylic paint being used. This simply helps the paint stick to the glass better. The painting is then protected a little more by applying a coat of acrylic gloss. Your frame can be sanded and stained, or as I did in the included photo, painted. Even after sanding the frame I have had to correct when something in the wood bled through the top color. Have fun. Its glass , you can always scrape and start again.
