What is this mystery item???

I found this at an estate sale. No one there had any idea what is was so I splurged ($3.00) and took it home to ask the hubs. Since he doesn't know either.....here we are. It appears this was black before someone painted it. It is 23 inches tall and appears to have been attached to something (bakers rack??) at the bottom of the "legs". All 4 of the "cylinders" roll when you touch them, can be removed, and are covered in holes as shown in the closeup pic. On one side there are 2 hinges. It is a pretty substantial piece and I knew I could use it for pieces and parts even if no one knows what it is. It can't be for towels...the cylinders would just "roll" them onto the floor. The cylinders are too big around for ribbon holders. I would love to hear any and all ideas!!!
It has 4 cylinders or rollers that all spin and lift off as shown. Each cylinder is 7 inches around.

One side of this mystery item has what appear to be hinges. There are 2 of them....one at the top and one at the bottom.
