After the last frost in your region. You can start your plants in your home with lots of light and a good potting soil. But make sure you don't plant outside until after the last frost in your area. If your plant has gotten "leggy" while growing in your home.....make sure to plant it at least half way up the "stalk" of the plant.
The first thing I think you should do, is find out what planting region you are in. There are many guides on the web to suggest the best planting time for your region. There is no "blanket" answer to this, for example, we live in St.Pete, FL and we plant tomatoes in September and October, but 50 miles North of us, they plant in the spring due to the cold winters. All I know is in New York planting time for our tomatoes is late spring when the ground warms up. So I would imagine if the ground is warm and going to stay warm, plant!
Ok you are here in LA! Where though? If you are on the West Side, you can plant as early as late February. I start my seeds in January and, by the time they are big enough to go in the ground I have generally had no problems. Just make sure they get enough sun. If you purchase plants, I would plant them in the ground, mulch them well, and be ready to tent should the off chance we get a random cold snap.
