How much do I cut back my liriope? I'm guessing it is time or past time.

The best time to cut it back is in the late winter, before new growth begins, but you can cut it back now or pretty much any time. As far as how much to cut, it's largely a personal aesthetic question, but you should mow back any diseased growth to about 4 inches.
