I stripped the paper off the walls and came up with grey, cracked and in some places deteorating walls. I want to know what to do with them.

Paint colors are very personal.How much light is in your room,what color are the cabinets.what color is your table and chairs.These should be taken into consideration before choosing color.Browse through color charts from paint companies to get an idea of what may look best in your home.
If ur walls are exposed concrete U would need to fir them out, insulate and then sheetrock. I would use 2" metal studs or hat channel.
If they are rocked and not insulated U would need to remove rock and insulate and then rerock.
U might be better off with a contractor unless U r real handy and have tools.

sure, insulating the wall and putting up drywall would be better. also insulate with foam board, like kids use for school projects if you can find it in the dollar store or better.
Why not buy some stuff like this and paint it to match the color of your walls and adhere it to the walls with a removable double-sided tape? https://mobileimages.lowes.com/product/converted/071215/071215482004.jpg You could even cover the panels with artwork, wall paper or even contact paper and turn them into large statement pieces.
It might look cheesy but I'd pick cheesy over cold any day!
If concrete or cinder blocks you really can't insulate. Only option is to make rooms smaller by adding insulation than dry wall. If you bought it because you like the look then you're out of luck. Maybe instead of curtain to close off rooms add doors that allow you to see other room but keep's heat in each room. Way better looking than curtains you'll like like scrooge bed with curtains.
