I have seen them decorated with flowers,I cannot say where you can purchase these should you be interested.
Since Flip Flops represent warm weather, you can buy the brightly colored ones and proceed to arrange them in a "Fun in the Sun" wreath. Since I have no idea what they are made of, I cannot suggest any adhesive. So why not get some matching or coordinating buttons and wire them on with some very thin wire along the straps. You could also wire several pretty flowers together and then wire them from strap to strap! Bows would work well too! Almost anything would work...glittered adornments, etc.
Once you have the wreath finished, paint a small plaque with "Fun in the Sun" to hang in the middle!
Do you mean literally decorating flip flops or decorating with flip flops? If you mean decorating flip flops...
1. Paint the straps with different color nail polish and designs.
2. Glue ric rack ribbon or other ribbon with beads attached to the straps
3. Buy cheap flowers at Dollar Tree, pull off the blooms and hot glue them to the straps
4. Glue rhinestones and gems to the straps
5. Glue foam letters to the bottom of the flip flop so when you walk in the sand it says something

Some years ago, I used plain plastic flip flops and raided my fabric scrap boxes. I cut 1x5-inch strips and tied them as close as possible to one another across the tops. Very cute.
Stick on jewels.
Crochet over the straps.
Hi Jan, hope this helps you out. You can paint them, add pompoms to the straps, add flowers or other cute items, mini cars, etc. use hot glue to attach.
