What is the easiest way to refresh or pick up the pile on an area rug that has flattened over time?

Steam clean the carpet.
use plastic rake and rake it.
Wash it in a pillowcase gentle cycle cold water. Hang to dry. When dry fluff with hands.
If the weather is in agreement, taking your rug outside and shaking it will really loosen the dirt embedded at its base. Find a good limb from a tree or hang over a gate or fence, whatever works for where you are living. It is even better if there is a wind. If it is warm, you can also take the hose and spray to release the dirt. When dry, shake out and vacumn on return to its home.
