What can I do about the draft coming in through the windows?

I bought a 40 year old home and the windows don't seal right . We can feel a cold draft coming through. do I need to R/R the windows or can I fix it?

I read an article (don't remember where) that suggested taking bubble wrap wet it with water and stick it to the window. It said that once water dries that the bubble wrap will stay on the window and insulate it. Haven't tried this yet
myself so if you try it please let me know if it works.
