Quesiton about Tulips without its skin

This is my first time planting Tulip bulb s, I brought some Tulips left over from the season. They are round and healthy-looking in terms of size but some are missing areas of their paper cover. Does anyone know what is the purpose of their paper cover and will it bloom comes spring time if the paper cover is missing?

I'm not too sure what you mean by paper is it not the dry skin which surrounds bulbs when they have been lifted and dried over winter, I'm a great believer in planting bulbs, especially if they were cheap, and wait to see what comes up and don't be too disappointed if not much happens the first year, I would leave them in and you might get a lovely show the following spring x

I have planted tons of tulips with no luck. Finally I discovered why. Squirrels were digging them up and eating them. I learned that my furry friends don't like daffodils, so now my backyard is naturalized with them and the spring display is gorgeous. I also have a good display of Spanish squill, which bloom later, and the squirrels haven't eaten them.
