This might sound silly but a friend of mine had success using a paint roller with duct tape wrapped around ( the adhesive facing outwards) She said it saved her ceilings!!
I have used the brush attachment of my vacuum cleaner with great results. Especially around ceiling fans and AC ducts. A much messier but just as effective way is to use the turbo scrubber bathroom cleaning wand with the all purpose attachment. Knocks the dust off, but it falls on the floor and every other uncovered surface. Go with the vac!

I use my leaf blower! and of course vacuum afterwards
I removed popcorn ceilings over a year span...best thing I've ever done. Use a tarp. Use a pump sprayer. Wet it and wait and wet it again and wait. Then take a plastic putty knife and scrape it into a large tray (I used the plastic cover of a hamper w a handle that I put inside a plastic garbage bag. I sprayed 2x4 area, waited resprayed a 2x2 area waited and then used the knife to scrape into the tray. It should release EASILY if it doesnot..respray.
The plastic knife causes less damage to the sheet rock and taped joints you want to leave intact. It's messy and time consuming...but what a difference.
If the ceilings that are popcorned are painted this will not work. Hire someone.
