Bar Keepers Friend is the best for cleaning anything, except painted items.
I'm with Jacqui. Spray with oven cleaner put in trash bag , let them set overnite.

I hate oven cleaners. You can wet the pan with white vinegar, sprinkle with baking soda and let it soak..a scrubby sponge will remove it. Let the soak do the work.
I'd try an oven cleaner.
