IF it is the kind of wrapped/ heat shrink type of laminate, First see if you can take off the plastic laminate to reveal the press-board underneath and paint the cabinets. If it is the glued on type of laminate, you can not peel it off sorry.
I painted a laminate cabinet with chalk paint . latex scrapes off.. chalk paint does not. I used a well known brand you can find on internet and around in some craft stores GET BEST CHALK PAINT YOU CAN AFFORD . you dont want to do this twice. I painted let dry sanded lightly (not necessary but I did) light coat again.. sand . THEN I put a water base sealer on 3 light coats with light sand between coats ...I love it and its dourable..
