Very often, its because of a insufficient sunlight . Did you plant something near your bush that is shading it? You can prune that plant to help your lilac bush out!

I spread powdered lime around bush at my old house every year, also fertilize well late summer early fall.

Lilacs are acid loving plants. Mine took several years to bloom. Know if you need an acid boost or a lime one first before you do that, google how to ck ph. They need sun AND a chill for dormancy. If you trimmed it after it bloomed last time, you may have removed the next years blossoms.
