I made wooden frames to fit on my windows. I covered them with 4 mm clear plastic, added hooks to hang over the window, they'really just like storm windows.
Not a real handy man but it cut my heating bill in half.

    Do you hang them on the inside or outside? Does this work better than applying the shrink wrap that you tighten with a hair dryer?

    I did nearly the same thing only with bubblewrap and made to fit inside the frame between the outer window and the inner window that opened. Worked great and insulated well.
