The white residue you are seeing are salt minerals. The bricks absorb water, when it leeches back out and dries these minerals are left behind. Best thing to do is wait for very dry weather. Powerwash or scrub the minerals off. Let dry a couple days and seal with a good quality masonry sealer. Not a 100% fix, but not much more you can do.
If the bricks used weren't fired hard enough they are going to be more porous. Bet the problem runs thru the entire tract. Consult a good hardware store and also a good rock yard. For your area you might need a much different product than a less inclement area.
