Most Hydrangea grow from old wood ,it is best to wait until you see the new growth emerge so you can see what needs to be cut.

Late winter, early Spring is best- so soon!
I live in GA and I always wait for new growth to come out then cut the dead off the top until you see green. New varieties will bloom on new growth while older varieties bloom on old growth. Never trim them to the ground or you may not have any flowers this year. Love my hydrangeas.

I cut mine down in the late fall to about 3 inches from the ground and always have too many blooms every year.
