My favorite paint to recommend is chalkpaint- you don't need to sand or prime before using it. Just clean and go!

Never believe the claim for "no prep" needed. I get many calls to make repairs to these kinds of projects. That is fine for a piece that is only decorative. On a piece that gets daily use like a dresser, you will be sadly disappointed. It will need to be sanded lightly and primed first if you want durability. Also, keep in mind that if you top coat with wax, you will not be able to paint it again or make repairs. One of my favorite products is General Finishes.
there is no "1" best paint... it's all in the prep. the finish on the table needs to be lightly sanded so primer then paint will adhere. then you need to get the sanding dust off the piece i use a cloth w/ rubbing alcohol-don't use water on bare wood.. you can have the primer tinted to a black or charcoal grey-apply a light coat, let it dry overnight. then a coat of black. let dry. do another coat. let dry. if you paint in hi humidity the paint might remain "sticky", so paint indoors w/ ac or wait for better weather.
