No you must remove the old grout. www.wikihow.com/Regrout-Tile
The best method would be starting fresh by removing the old and applying new grout. Otherwise, you will compromise the integrity of the new grout by having a poor foundation.
You don't need to remove ALL of the grout. Get yourself the right tool for the job from the hardware store to scrape out a reasonable depth for the new grout to go into. Use the right tool as believe me, you can slip easily and scratch your tiles if you use a makeshift or inappropriate tool. Clean the surface thoroughly and allow to dry. I found it helps to have the hoover on standby so you can hoover up the grout dust as you go. Whatever you do though, don't leave the existing grout as it is and then try to grout as it will sit too high between the tiles or won't stay properly and will look awful. There needs to be a millimetre or so for the grout to go into the cracks between the tiles. Just clean out as much as you can.
You should remove most of the old grout first for the best results. good luck- keep us posted!!!
please google "regrout." there are many tutorials.
