I had my old old kitchen cabinets primed n then painted, and also the woodwork in my bathroom, I just painted it white n it's fine
It would depend on the finish that is on them, how much wear is on them and what you want to refinish with.

Always clean before sanding. Always sand to remove any shine and create a tooth for paint. Prime with a good stain blocking primer, paint, and seal.
Sanding creates a better surface for a new covering to hold.
