Concrete is porous. Some paint may have been absorbed into it. You can try Citristrip paint stripper or you may have to power wash it. No guarantee it will all come out.
Would you be up for covering it instead? Maybe you can get a mat that covers most of the stairs, and that way you can easily switch it out when you get tired of it
We had our concrete porch sandblasted to get rid of the paint.
3600 psi power washer ought to do the trick....don't sand it because that will take off the skim coat and leave the aggregate exposed.
I put a cheaper persian style (polypropylene) rug on top of our similarly painted concrete. It looks fantastic. AND I've left it on through two winters here in lower Michigan.
Power wash FIRST. If it is latex paint, it should come off. Do NOT power wash your bricks on the house. Tremendous pressure can ruin the bricks because they are porous. DO NOT SAND, if you are not an expert DIYer.
