I want to repaint the kitchen and maybe install a frugal backsplash. My walls are that textured drywall and I'm not sure a peel & stick tile will work.

Consider changing/painting your grout color.
Have you ever used peel and stick tiles? They are so easy and pretty inexpensive. Aspect makes a great variety of them!
Use shiplap or beadboard - about as inexpensive as it gets but will look good and not cheap.
Try ceramic floor tiles that look like wood. I have seen some try laminate flooring. There are aluminum tiles as well.
I don't know how much these cost ,but copper toned tin might look good?
Why not paint them with a heat-resistant enamel paint? Lots of colors to choose from.
I looked at your photo and is that what you are going for because that cabinet is white and walls are what I would call a mustard yellow, or is that your current kitchen? If you stated I totally missed it. I would not do a thing if that is how it currently is because yellow would never look good and doesn't look good now. I would change paint color to a neutral tone to make it less busy and wait until you can afford to change out the back splash to what you want (white subway with that newer cut look) I love that and it classic but you see I love it, do you? If not, don't settle, just be patient and wait until you find what you love and can purchase. Then paint color of your dream, but honestly don't think yellow would look great next to the counter top which has no yellow or gold,it's totally brown, ivory looking to me if it has gold flecks I can't see them from the angle of photo. Or if you already have purchased the paint remove tiles which is probably going to destroy wall and patch and paint it yellow, no rule stating you need to have a back splash. It at least would look fresh and more cohesive because entire kitchen is painted and the eye can rest. Then some yellow splashes of colored items, planter, spoon holder etc... plus the bright white and yellow would look so clean, so inviting. FYI yellow is a very tricky color to work with and as you well know the overhead light and the window light will change it thought out the day so prime in pure white and then get swatches of the yellow you want and tape them in different areas throughout room you may see that one of the other hues would achieve the look you want. OK good luck and I hope you end up with the kitchen of your dreams.
Here it is, bright white with light yellow walls. Probably just going to scrub the backsplash really good. My daughter did do a lot of fried foods when she lived here so they are dinghy.
Recycle CD's and DVD's. This is a tutorial of DIYing a Birdbath making the bacth mosaic. You can do the same thing on your backsplash. This tutorial includes a backsplash further down the page Enjoy! Sure blew me away. :)

There's a paint at Home Depot that is like a primer that sticks to anything! You could start with that and then paint it.
Hey, just paint the tiles backsplash a nice crisp white like your cupboards. Have done it in many of our houses and it's super! Use either an oil based semigloss or a high adherent primer in latex and a latex semigloss topcoat. It'll brighten it all up and look fresh and new. Good luck!
