I have never heard of painting any carpet but you could stain it

You can! Just make sure to seal it so that it withstands weather!
I've seen it done, as long as the carpet is not plastic-based. Any type of fabric or fiber should take just fine. Once you're happy with the result, I agree with Hillela G. in that you should use some type of clear sealer! (Unless you desire a faded, weathered look over time
)
