I'm assuming you mean veneer as in a thin overlay of a nicer product as a finish such as an oak veneer over plywood or even particle board. If it's a wood veneer paint as you would any other wood being careful to seal any open edges first. Anywhere the veneer is not sealed to the underlying support you risk the paint penetrating and separating the veneer from the backing. Sanding can be tricky on veneer especially around the edges and corners due it's depth.

Lightly sand, prime with a stain blocking primer, paint with you color, seal with at least three coats of a water based polyurethane. Use a foam roller and foam brush for a smooth finish.

The previous folks are right. The only thing I would add would be regarding the primer. I would make sure to use an oil based primer vs a water based primer. If you're putting it over a surface that is intended to be washed, water based could wash off, too. At least it did when I had to use it on a wall. Then I washed the wall switch plates for little finger prints and the paint came off on the wall. Hope this helps. Good luck.
