About three coats should work. Let each coat fully dry before applying the next coat.. You can also use three coats of a water based polyurethane.
Mod podge should do the job! Good luck restoring them- it's always special to be able to reuse something sentimental from a family member!
Owned Plaster Past times for years and taught painting statues etc also did plaster castings to replace plaster work in old Victorian houses. Just use water based paints for your touch ups, if is glaringly obvious use a stain over entire piece, wipe , dry then use mod podge . Ta Da your done , and your lamps look great
One caveat...if you live in a humid location...if mod podge gets damp it gets sticky...even if it's been dried correctly..that poly coat sounds like a good idea to me.
