You don't really - you can place a fence like blocking panel but they need to be readily visible & accessible. While some advocate shrubs I would not recommend that due to issues having plants that close to the house can cause

Paint the boxes the same color as the house. Use pots with tall plants for a screen. If you plant any thing in the ground it will be dug up when the utility company needs to do repairs. Try drawing the eye away from that area with more interesting things to look at.
I use a wine box painted same color of wall and covered the irrigation box
Hang a basket over it, some times they read the meter from the street it needs to be something their signal can go thru. Be sure to paint or stain it with out door friendly paint
