Tall fescue sounds like the answer. It's relavtively inexpensive, readily available for overseeding, something you will be doing once or twice a year with your dog and climate situation.
The grass you are thinking of that grows fast in blends is called perennial rye.
I would skip that and go with just tall fescue. Keep it very well mulched and watered religiously and it will germinate in week.
My response is the same as Hillela's. Depending upon the size of your yard, do it in sections if at all possible. I am going to have my yard dug up due to clogged drains and will reseed. My yard is small so I will block off half, reseed and once it starts to grow, block off the other half and reseed that section. This will give the dogs (6 in my yard daily), room to roam until the new lawn has had a chance to establish itself.
