I think I know what you mean as I lived in an old victorian house and I found out about the ceiling being made of layers of compressed paper and I made a large hole trying to put a ceiling hook in it. I ended up getting a piece of wood that spanned from the studs and bolted that and then used that to add hooks to hang my pictures. I used some sturdy yet decorative chain when I wanted things to hang at different levels. I hope you can visualize what I am referring to. LMK if you need a better description.
