If it is completely under a 2 x 4 floor plate that supports the wall, get a utility knife and cut the rug as close to the 2 x 4 as possible and leave the rest. If the carpet is too heavy to manipulate, cut it into smaller sections.
I agree with Ljgordon! I appears the wall was put up after the carpet was down. Maybe an addition?!
If it's under quarter round along the bottom edge of the baseboard, you can take that off and pull the carpet loose. If it is actually under the wall then use the suggestions above.
I agree with the above suggestions. We have a 9' bookcase FILLED end to end with books. It covers one end of the room and looks built-in even though it is movable. When it came time for new carpet we left it in place and the installers used a carpet knife to cut the old carpet loose, close to the edges of the bookcase. It worked out fine and no one knows there is old gold carpet under there!
