Any suggestions for what to plant under blue spruce trees?

    Around the Great Lakes states you are stuck with low ground cover at best. Perhaps some early blooming perennials. I would go and speak with a local garden center expert and or an Agriculture Dept. at a nearby college. I have NOTHING planted under mine.

    If the ground is bare spread mulch, but don't mound it around the trunk.

    I live in Michigan and we just spread thin mulch under the big blue spruces. The wild birds (goldfinches, house sparrows etc) like to nest in the branches. We just trim the grass (mowed weeds?) around their bases and everything looks nice. The spruce branches hang low to the ground and you don't want to cut them or eventually you'll end up with a long bare trunk with all the greenery at the top.
