Do I have to weed my garden before I start planting my summer vegs?

    Yes ,you be be subject to many insects besides weeds overtaking your vegetables.

    Yes the it is best to till up the area first let it rest for a couple of weeks then till again. The best way to prevent weeds after planting is to put down several layers of newspaper then top that with straw (not hay) or pine straw. This also helps to retain moisture in addition to suppressing weeds. If you are planting from seeds, make sure to mark your rows so that you don't cover them up.

    You can also cover the area with cardboard, or a lot of newspaper, and layer mulch on it. This will kill anything underneath. Push aside the mulch, cut a hole in the cardboard, and put your plants in the hole. This has worked well for me.
