Are there any marking underneath or in the back ?
It looks like the forties or early fifty. It isn't delegate and if it is oak that's probably right. The medallion would tell you what you want to know. Water Fall design was very popular and was made with several types of wood. It also might have been design for a mans chest. Who painted it?
Sandy, I follow a blog called "The Painted Drawer" by Suzanne Bagheri, she does amazing work restoring furniture. When you have the time look it up, you can get ideas and ask her questions.

I don't know anything about it but its beautiful!
If this a Waterfall design then it is a later produced after the 1940's and is a knockoff. Original Waterfall pieces were produced in the 1920s through the 1940's most of the pieces were made from plywood. Since l am the proud owner of a Waterfall bedroom suite inherited from my grandmother I have researched the history of the design.

What are the measurements? ie: Height, Width, Depth. It is hard to form an opinion without these measurements.
