Years ago I had a tiny half bath off the master bedroom with white square ceramic tile on the lower walls, with a glossy black narrow tile border on top and as a baseboard. Not bad - BUT - the floor was hexagon with inset pink and black hexes to form a flower design every 10" or so. What to do? This was years before any of the neat epoxy paint for tile that is out now was available, so PLA (an enamel paint made for model airplanes) to the rescue. I cleaned the tile well with a soapy steel wool pad, rinsed well and let dry, then used a small art brush to carefully paint each "petal" gloss black (2 coats) careful to avoid the white grout lines. Centers were gloss red (2 coats over a base coat of grey). Later the centers were black and finely white. Lasted beautifully with damp mopping and looked great 5 years later when we sold the house. Obviously this is not a choice for an entire wall that we now have excellent "paint over tile" paints for, but it is still a great way to deal with small accent tiles where ever they may show up - floors, backsplashes, accent/décor items, etc. It is still available in little bottles in many colors and metallic in the "models" section of craft and hobby stores and will do a great job. Many older homes still have tile that is in great shape (this stuff was laid in concrete over a metal mesh backing that was meant to stay there) and can be updated with a little creativity. The tile is sound, it is often just the color that is wrong. New tile epoxy paint for the large areas, and the enamel model paint for small accents - either to cover up old ones or to add (say to the small floor tile) where there is none.
